Ability Name: Hokkyokuen

Ability Description: The usage of Hokkyokuen is to control thermal energy. The user absorbs thermal energy from sources and utilizes them in various ways. The thermal energy can be controlled to make powerful attacks and effects.

Techniques:

Big Chill: The essential move in Hokkyokuen's attacking pattern. The move removes thermal energy from anything that Natsu is in contact with. The affect causes things to freeze due to the fact that all the thermal energy is taken away. The effect on the area cause the human body to numb due to the extreme cold, and if Natsu were to keep a hold of them, the body parts would freeze.
Cooldown: 1

Spiral Distortion: Utilizing control over heat, Natsu manipulates the heat around her to move the wind into a tornado or wind gusts. The force behind this can be rather powerful, and it acts as a defense to gas based attacks.

Dragon's Roar: Dragon's Roar: After utilizing Big Chill to absorb thermal energy and bring it into her body, Natsu uses the stored thermal energy to unleash a massive, destructive beam/stream of fire and heat energy. It is an extremely powerful attack, capable of blowing holes into buildings and destroying structures. However, it requires to use Big Chill before it can be used, otherwise it is nothing more than a blast of hot air. If one knows the concept behind Dragon's Roar, the usage of Big Chill can act as a warning sign.

Charge time: 1 post (Using Big Chill move)
Cooldown: 2 post

Plasma Storm: Focusing her power to move the wind into a single point and utilizing wind friction, Natsu can create plasma, which is very destructive in and of itself. It can either take on the form of a single powerful blast, smaller and weaker but faster beams that home in one a target or a condensed ball which fires off bolts of plasma at opponents.
Cooldown: 2

Atom Breaker: A powerful technique that infuses energy into particles, transforming them into a destructive matter that is in a state between particles and waves. The attack can be fired as four beams or take the form of items such as shields or swords which can melt/disintegrate steel.

Please explain how you move from thermal energy to plasma.

The things in red are why the cooldown must be longer than one post.

Plasma Storm needs a cooldown as well.
